Yes W3C is SEO friendly website and most beneficial to study for technical tutorials, If a person wants to learn something related to languages then its possible here. Its like a home school.

Yes, When anyone design a website, it should be approved through W3C because Search Engine(Google, Yahoo, Bing, Ask etc.) Robots like this format as Universal. Also give priority when you do SEO of your website...
