Its free for iPhone...android does not charge either.

Installing it is free and can be done easily on any smart phone but you will use up data from your carrier every time you use it which will cost you the time from your plan and if you go over your data limit you will be charged extra.
Going on things like face book will use your data up fast so unless it's unlimited you will end up paying a lot of money.

But you will be charged for the data transfer that occurs when you use the app.
