Why don't i get notifications when someone likes a comment I made? (people im not friends with)
I have all the boxes checked off in the Notifcation Settings

This Sounds like it Could be a Error With Facebook Please Contact Facebook at the Help Center and Report the Problem to them

you dont get notifications if you arent friends with the people. if they are friends of friends, then it should show up in your notifs. it could be a bug and you should report it to facebook.
