So, if it's my photo, and me and a friend are tagged... does that friend get a notification if I tag someone else in the photo that is my friend but not hers?

Facebook is inherently unsafe , my advice is to come out of it and deactivate.

You only get notifications when someone tags a person in a photo that you uploaded. Your friend will not get any notifications.
